As Clerk, David Yates oversees a State Constitutional office responsible for maintaining public records, issuing licenses and permits, registering vehicles, collecting taxes, and ensuring critical legal documents are accurately recorded and accessible.
These services touch nearly every resident, business, and family in Jefferson County, and David is committed to delivering them with efficiency, professionalism, and respect for the public.
Protecting Public Records & Legal Services
Accurate records are the backbone of a functioning community.
Through the Legal Records Division, the Clerk’s Office serves as the official keeper of Jefferson County’s legal and property records. David is responsible for ensuring these records are properly recorded, indexed, protected, and accessible to the public.
This division:
Records and indexes real estate documents such as deeds, mortgages, liens, releases, powers of attorney, and UCC filings
Assists residents, attorneys, and businesses with researching, viewing, and copying public legal documents
Issues marriage licenses, notary commissions, and a variety of state-regulated licenses and permits
Collects delinquent real estate taxes in accordance with Kentucky law
David believes public records should be secure, searchable, and understandable—not hidden behind bureaucracy. He is committed to modernizing access while safeguarding accuracy and privacy.
The Motor Vehicle Division is one of the most visible and high-volume operations in Jefferson County. Each year, the Clerk’s Office registers or renews approximately 700,000 vehicles, collects motor vehicle and boat taxes, issues plates and decals, and processes titles and liens.
David oversees:
Vehicle registration and renewals
Title and lien filings for vehicles and boats
Issuance of permanent and temporary disabled parking permits
Eight motor vehicle branch offices across the county
